The prophet Hosea spoke those words while exhorting Israel. The nation chosen to be faithful to God was distant from Him, and that happened because the people stopped having an intimate relationship with God. Instead, they were dedicated to performing rituals as if that were enough.
But above sacrifices, God wants mercy, something that truly comes from the heart. Instead of rituals, the Lord wants His people to truly know Him. That knowledge of God does not refer to theology, but to a personal relationship. For example, if you want to know your neighbor, you should not settle for just hearing his voice. It is important that you see him and talk to him.
Do you go to your church's location just out of habit? Has it become a routine and you no longer connect with the Lord there? That is dangerous, God sent Hosea to alert Israel about that. What God wants from you is to have a relationship with Him, more than He desires for you to be present in a specific place.
For I desire mercy, not sacrifice, and acknowledgment of God rather than burnt offerings.
